Iraq’s Prime Minister, Nouri al-Maliki, has reiterated in a reception here on Monday of visiting U.S. Commander of the Joint Staff, Admiral Mike Mullen, the necessity to activate the Strategic Security Agreement, signed between Iraq and Washington.

“The Prime Minister has also reaffirmed during the meeting the significance of further strengthening of Iraq’s relations with the United States in different fields, as well as the activation of the Strategic Security Agreement,” a statement by the Prime Minister’s office said on Tuesday.

The top American military officer said yesterday that any agreement to keep US forces in Iraq past a 2011 deadline would be reached only after Iraqi officials form a new government, a laborious process that began after parliamentary elections in March.

After meeting with Nouri al-Maliki, Admiral Mike Mullen congratulated Iraq’s prime minister for what he called steady progress to build a government representing Iraq’s diverse ethnic and religious groups. Maliki will lead that government after months of horse-trading and political paralysis. He must announce the nation’s new leaders by Dec. 25 under a deadline required by Iraq’s constitution.

“He’s the prime minister, he’s got to work though some of these details and he’s doing it,’’ Mullen told reporters during a Christmas season visit with troops.

Regulations restricting remittances of profit overseas are of considerable concern to foreign investors. Which makes it surprising that no new regulations have been issued to govern this topic since the approval of the Law on Investment back in 2005 – leading to a situation of “new law, old guidance”.

Until now, the Ministry of Finance issued Circular No 186/2010/TT-BTC on November 18 providing guidelines on remittance of profit overseas by foreign organisations and individuals deriving profit from direct investment in Viet Nam. It finally replaces Circular No. 124/2004/TT-BTC issued under the old Law on Foreign Investment back in 2004.

The adviser in the Iraqi government closed the state, Tuesday, that the prime minister instructed the Ministry of Finance need to provide a detailed report on the recycling of funds to the 2010 budget.

The chancellor said Salam al-Quraishi, told the Kurdish news agency (Rn) “Prime Minister Nuri al-Maliki ordered an official letter today to the Ministry of Finance need to provide statements on the process of recycling funds budget in 2010, exhausted by the formal institutions of government.”

He explained that “the book said the Prime Minister on the need to provide financial report before the end of this year and show the most prominent ministries that have not exhausted their funds.”

Nuri al-Maliki announced the National Alliance candidate for the premiership match between him and the visions of Iyad Allawi, leader of the Iraqi List, and agreement on further meetings will be held soon.

He said in a news conference after a meeting with Allawi and President of the Reform Movement, Ibrahim al-Jaafari: that there are significant challenges facing us, and we have the strength to face what distinguishes our conversation that he has been focused on the elements of state-building and opening to the outer perimeter.

The head of the National Reform Movement, Dr. Ibrahim al-Jaafari, shortly before he had discussed with Prime Minister Nuri al-Maliki and President Iyad Allawi’s Iraqi List, the consensus on the mechanism of forming the next government and to overcome all the obstacles confronting them.

Jaafari said at a news conference in the presence of al-Maliki, Allawi, and was attended by reporter (and the Iraqi News Agency Information / INA) that our meeting was positive and we talked about through the need to accelerate the formation of the government, indicating that there is convergence of views between political leaders and agreements on the need to support the Government and national partnership involving the everyone to build government institutions that promote reality service.

UNITED NATIONS - The UN Security Council will on Wednesday end a swathe of Saddam Hussein-era sanctions against Iraq in a sign of the changes in the country, diplomats said.   US Vice President Joe Biden will chair a Security Council meeting that will lift the international penalties mainly dating from Saddam’s 1990 invasion of neighboring Kuwait that set off the first Gulf War.

An official said the Iraqi foreign minister, Hoshyar Zebari will lead the delegation to New York for the UN Security Council’s meeting Wednesday to discuss the possibility of removing the UN sanctions imposed on Iraq.

The meeting is to expand on the “progress” Iraq has made both in terms of government formation as well as the “significant” steps that have been taken to terminate its chapter VII obligations.

A member of the House of Representatives and leader of the National Alliance, Sami al-Askari said, “there is substantial international support to pull Iraq out from under Chapter VII, particularly the permanent members of UN Security Council and the United Nations, represented by its Secretary-General, who asked to move in this direction.”

The military said in a telephone conversation “to reach our hope that the Security Council at its meeting tomorrow, a crucial decision to remove Iraq from the direction of the effects of the seventh item U.S. Vice President who had contacted a few days ago with the Prime Minister and some leaders Alseisep and promised to reward that the U.S. side will adopt a strong issue of Iraq.

NATIONS, Dec 14 (Saba) — Although the Security Council is scheduled to vote unanimously tomorrow Wednesday, under the Presidency of US Vice-President Joe Biden, to lift sanctions on Iraq, Baghdad will still have to abide by its obligations concerning the Iraq-Kuwait issues until they are resolved, according to Kuwait News Agency (KUNA).

The Council is set to vote on three resolutions Wednesday. The first would lift sanctions imposed on Iraq following its 1990 invasion of Kuwait, mainly on weapons imports, the second would close the files of the Oil-for-food Programme, and the third would extend the immunity for Iraq’s Development for Iraq (DFI) for six months.

Baghdad (news) .. most likely the Iraqi MP Mohamed al-Karbouli list the names of Ministers agreed upon between the blocks in front of the House of Representatives Saturday.

Karbouli said in a statement singled out by the Agency (news) on Tuesday: that the names of candidates for the ministries will be submitted tomorrow to the Prime Minister-designate Nuri al-Maliki and then names will be agreed before the Parliament may be held on Saturday.
