DEVELOPING: Congressional leaders, with barely an hour to go before a federal government, announced late Friday night they had reached a deal to fund the government through the end of the fiscal year.

House Speaker John Boehner, speaking briefly to reporters after talks had concluded, said the plan was to pass one last short-term spending resolution Friday night to buy lawmakers the time needed to prepare and pass the final budget bill.

April 8 (KUNA) — Ed Melkert, the UN Special Envoy to Iraq, on Friday said he was confident that Iraqi expected reaffirmation of the land and maritime boundaries with Kuwait is “within reach”.

“I am confident that the expected reaffirmation of the land and maritime boundaries pursuant to resolution 833 of 1993 by the Government of Iraq is within reach,” Melkert told the Security Council as it met to examine Secretary-General Ban Ki-moon’s periodic report on the work of the UN Assistance Mission in Iraq (UNAMI).

“In turn,” Melkert added, “there is now a basis for achieving full mutual understanding of the principle of unimpeded maritime access to Iraqi ports”.

Baghdad, April 8 (Rn) – A member of the parliamentary energy commission, said Friday that oil and gas law in its current form does not separate functions between the Ministry of Oil and the Federal Council is expected formed after the promulgation of the law, and the Commission is working on the separation of their functions.
He said Furat al-Shara told the Kurdish news agency (Rn) “The Energy Commission in the House of Representatives was diagnosed that there is a clear flaw in the oil and gas law on the subject of separate functions and tasks between the Ministry of oil and oil between the Council of the Union.”

And the failure of the House of Representatives to pass Bdorth previous oil and gas law, which was expected to rise if approved oil situation.

The Ministry of Labour and Social Affairs, said Friday that next Sunday will see the distribution of salaries of the beneficiaries of the nationals of social, who are more of 367 thousand families in the whole of Iraq, as confirmed that the distribution is limited to men, she pointed out that the beneficiaries Baghdad province will receive all their entitlements during the current year and the year past 2010.

The Minister of Labour and Social Affairs Nassar al-Rubaie said in an interview for “Alsumaria News”, “Iraq banks across the country will regardless salaries of the beneficiaries of the subjects of social and its 367 thousand and 400 beneficiary families in the whole of Iraq,” noting that “the exchange is limited to males only.”

State law: File security ministries by virtue of the ball and ending Tennis House

Baghdad, April 8 (Rn) – saw a member of the coalition of state law, led by Prime Minister Nuri al-Maliki, on Friday, that the issue of security ministries by virtue of essentially ending, but is true intentions of anyone intentionally to delay the completion of the security ministries.

Adnan al-Sarraj told the Kurdish news agency (AKnews) “The file security ministries by virtue of ending, but internal differences in the same blocks and menus are the backside to complete agreement on the names of prospective displayed within the Iraqi Council of Representatives,” expected completion of this issue “as soon as possible.”

Baghdad, April 8 (AKnews) – The Integrity Committee in the parliament revealed Thursday about evidences and documents that confirm the existence of financial and administrative corruption in the Iraqi Defense Ministry, particularly with regard to contracts to buy military aircraft, stressing on that it will begin investigating these files at the beginning of next week.

Aliya Nassif, a member of the committee told AKnews that the Office of Financial Supervision and the Office of the Inspector General at the Ministry of Defense provided evidences to its commission that confirm the existence of financial and administrative corruption in these contracts.

Baghdad, INN- US Defense Secretary Robert Gates harshly reprimanded Prime Minister Nouri Al Maliki for his inaction to settle critical issues, sources close Maliki told INN Thursday. According to the sources, who asked not to be named, Gates, currently on a visit to Iraq, summoned Maliki for a private meeting at the US embassy in Baghdad on Thursday and Maliki left his office in a hurry without taking any one with him.

1. In paragraph 6 of its resolution 1936 (2010), the Security Council requested
the Secretary-General to report to the Council every four months on the progress
made towards the fulfilment of the responsibilities of the United Nations Assistance
Mission for Iraq (UNAMI). The present report is the second submitted pursuant to
that resolution.

2. The report provides an update on the activities of the United Nations in Iraq
since my last report (S/2010/606) of 26 November 2010. It covers key political
developments and regional and international events concerning Iraq, as well as
operational and security matters.

The Minister of Defense and the President of the Kurdistan Region, on Friday, the commitment of both sides of agreements between Iraq and the United States, urged the latter to the need to resolve the outstanding issues between Baghdad and Erbil, according to the permanent constitution.

A statement by the Presidency of the Kurdistan region received a “Alsumaria News”, a copy of it, that “the U.S. Defence Secretary Robert Gates said during his meeting with Kurdistan Region President Massoud Barzani on his country’s commitment to all agreements signed between Iraq and the United States,” pointing out that his country would “look into friendship to the Kurdistan region of Iraq within the DUP. “

Adviser said the Central Bank of the appearance of Mohammed Saleh said that Iraq will use the IMF to end the file of commercial debt after the end of the Trusteeship internationalism on the Iraqi funds in June.

Saleh said that the CBI will use the advice and the opinion of the International Monetary Fund and World Bank to end the file of commercial debt which is supposed to be resolved Iraq through a clear plan.

He said the committee set up by Iraq to develop a legal study to prevent any danger to his money, and established a mechanism for coordination between them and the International Monetary Fund to prevent any violation of those funds, according to the Paris Club agreement.

Central bank adviser said the appearance of Mohammed Saleh, said that the Development Fund for Iraq in New York and by a decision of a federal 1483 for the year 2003 and the supervision of the United Nations Development Fund for Iraq of more than  $ 60 billion in ongoing annual funds.

Saleh said in a statement to the reporter ( Media News Agency / INA ) that “the Development Fund for Iraq to go through all the proceeds of Iraq’s economic , which includes at least $ 60 billion annually ASSETS Current disposal to balance and imports the government and others. indicating that this money is protected two things the first resolution Security Council and the second being that the central bank is managed by the money and also under the supervision of the United Nations in order to protect the share of Kuwait and the amount of 5%.

Arbil, April 8 (Rn) – A deputy in the Iraqi Council of Representatives for the coalition Kurdish blocs, for the joint meeting held between the coalition and the Iraqi National Alliance on Saturday to resolve the security ministries in the Iraqi government.

According to Xuan Mohamed Taha told the Kurdish news agency (Rn), on Thursday, said that “an important meeting initiated by the coalition of Kurdish blocs will take place between the coalition and the Iraqi List and the National Alliance on Saturday to resolve the security ministries in the government of Iraqi Prime Minister Nuri al-Maliki as well as discuss several political files stuck”.

Yasiri calls for the central bank not to take the recommendations of the International Monetary Fund

Baghdad (news) .. The member of the Finance Committee in the Iraqi Council of Representatives Abdul-Hussein al-Yasiri National Alliance MP for the central bank not to take the recommendations of the International Monetary Fund.

Yasiri said in a statement to the reporter (Agency news) today announced that monetary policy in Iraq now are more conservative than they should, indicating that the central bank takes the recommendations of the International Monetary Fund, and attributes are not always successful.

He added that the ideas put forward by the IMF is not for the country and the public, pointing out that they do not care for the people and the masses.

Baghdad (news) .. Prime Minister Nuri Kamal al-Maliki at his office today, with U.S. Defense Secretary Robert Gates and his accompanying delegation, the development of relations between Iraq and the United States in all areas, particularly training and armament under the security agreement signed between the two countries.

The prime minister said the armed forces of the army and the police has now the ability to counter any attack, and their ability to establish security and stability are increasing day after day.

For his part, praised U.S. Defense Secretary developments in Iraq at various levels, and stressed his country’s readiness to support the Iraqi government and support its security forces in the field of processing and training.

Kuwait Airways Boeing 777

According to a report from The National, lawyers for Kuwait Airways have vowed to seize international assets owned by the Iraqi government following a recent court ruling in its long-running dispute with Iraqi Airways.

A UK court ruling has granted Kuwait Airways the right to file proceedings against the Iraqi government and ministries of transport and finance as it seeks to recoup assets to satisfy judgments worth almost US$1.3 billion for the theft of planes and engines during the Iraqi invasion of Kuwait in 1990.

“We will very soon be hunting for state of Iraq assets as well as Iraqi Airways assets,” said Christopher Gooding, a lawyer representing Kuwait Airways, who added the judgment “expands the range of assets available for enforcement”.

Said House Speaker Osama Najafi said he expected the organization of early legislative elections in the event of continued deadlock at the political and government.

The Nujaifi during a meeting with a delegation from the Organization of the United Nations, chaired by an Electoral Officer Jose Maria election districts, counties and provincial councils are close and the party responsible for organizing the Electoral Commission for elections, which pointed out that the Parliament will soon review its performance and questioning of its chairman.

Baghdad, April 8  - The central bank adviser said Friday that a delay in the financial accounts for the year 2010 due to delayed submission of the government and private banks Khovatha the final accounting.

He said the appearance of Mohammed Saleh told the Kurdish news agency that “the reason for delaying the final financial accounts for the year 2010 due to delays in government and private banks in the provision of accounting statements that depend upon the financial accounts significantly.”

banke erbilSulaimaniya, April 8 (AKnews)- Thursday evening Erbil Bank opened its third branch in Sulaimaniya, the Kurdistan Region. An official from the private bank said in 2010, the back will be expanded by three more branches.

With the assistance of some businessmen and investors the branch of Erbil Bank in Sulaimaniya was launched, Amin Ahmed, bank council’s head said. The bank has been operating in Erbil, Kurdistan capital and also in Baghdad for some years.

Hundreds of people demonstrated in Tahrir Square in central Baghdad, on Friday, demanding the provision of services and employment opportunities and the elimination of administrative corruption and the release of detainees and exit of U.S. troops from Iraq.

The reporter said “Alsumaria News”, hundreds of demonstrators turned out, this morning, in a peaceful demonstration in Tahrir Square in central Baghdad, to demand the provision of services and employment opportunities and the elimination of administrative corruption and the release of innocent detainees.

A source in the governorate of Arbil, in an interview for “Alsumaria News”, “U.S. Defense Secretary Robert Gates arrived this morning, to Erbil International Airport, where he was greeted by Kurdistan Regional Government President Massoud Barzani and Prime Minister Barham Saleh and a number of government officials

The source, who asked not to be named, said: “Gates was held upon his arrival in a meeting with Barzani to discuss a number of important issues.”
