Message from the President regarding the continuation of the national emergency with respect to the stabilization of Iraq

TEXT OF A LETTER FROM THE PRESIDENT
TO THE SPEAKER OF THE HOUSE OF REPRESENTATIVES
AND THE PRESIDENT OF THE SENATE

May 17, 2011

Dear Mr. Speaker: (Dear Mr. President:)
Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent the enclosed notice to the Federal Register for publication continuing the national emergency with respect to the stabilization of Iraq.

This notice states that the national emergency with respect to the stabilization of Iraq declared in Executive Order 13303 of May 22, 2003, as modified in scope and relied upon for additional steps taken in Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, and Executive Order 13438 of July 17, 2007, is to continue in effect beyond May 22, 2011.

Salah al-Din 17 May (Rn) – The city of Tikrit Tuesday an exhibition of Iraqi and foreign currencies, while the participants stressed that the exhibition put political differences aside and bring together teams in the unique spectacle of its kind.

The exhibition which was held under the slogan “global currency part of the heritage of the peoples” Palace of Culture, Arts and in collaboration with the Association of stamps and coins in the Iraqi province of Salahuddin.

The exhibition comprised of hard currencies for 157 countries of the Europe, Asia, Africa and the Americas and all Arab countries, also included coins for 50 countries.

Presentations were made to the history of paper currency and coins in presentation included historical periods spanning from 1921 to 2005.

Iraq’s Finances Ministry releases 50% of provinces development budgets

The ministry announced that there is a number of proposals calling to increase allocations in next year’s budget.
After meeting with Najaf governor and head of the provincial council, Iraqi Finances Minister Rafea Al Issawi announced in a joint press conference in Najaf with Iraq’s Habitat and Construction Minister Mohammed Al Daraji that 50% of the provinces development budgets for all ministries and provinces have been released. The Ministry has a number of proposals for 2012 budget that consist of increasing next year’s resources and allocations, Al Issawi said.

Its mandate operates through a Special Representative of the United Nations Secretary-General in Iraq. The first such representative was Sérgio Vieira de Mello who was killed in theCanal Hotel bombing on 19 August 2003.

The current mandate has been extended to 31 July 2011, under Resolution 1936 adopted on 5 August 2010. One of its tasks is to implement the International Compact with Iraq. The Special Representative of the Secretary-General Ashraf Qazi was appointed on 14 July 2004 and retired on 18 September 2007.

Ad Melkert is Special Representative of the Secertary-General and leads UNAMI.

LONDON: BP Plc has started to receive payment for the millions of dollars it has invested in Iraq with the loading of its first shipment of Iraqi oil last week, industry sources said Tuesday. London-based BP and its Chinese partner CNPC have been developing the Rumaila field, which pumps almost half of Iraq’s output, as part of the OPEC member’s ambitious plans to expand its oil industry.

BP and CNPC are owed more than $1 billion for work at Rumaila over the past year or so, where production has been increasing.

THE arrest of International Monetary Fund (IMF) chief Dominique Strauss-Kahn on sexual assault accusations in New York throws into disarray not only the IMF’s leadership but also its central role in the financial rescue of several struggling European nations, The Wall Street Journal reported overnight.

Strauss-Kahn was arrested on Saturday over an alleged sexual assault of a maid in a Manhattan hotel, authorities said.

Sarok barzani , Kongrai HskBaghdad, May 17 (AKnews) – Kurdistan’s president, Massoud Barzani, has been invited to an imminent meeting of political bloc leaders in Baghdad to discuss the candidacies for the three security ministries, said a State of Law Coalition (SLC) deputy on Tuesday.

Saad al-Muttalibi told AKnews that the bloc leaders will also discuss the terms of Barzani’s initiative that led the signing of the Erbil agreements between the political blocs prior to the formation of the current ‘unity’ government in December 2010.

According to Barzani’s power-sharing initiative, the Ministries of the Interior and National Security were to be allocated to the Shia blocs, and the Defense Ministry would be the share of the Sunni lists.

Baghdad, 17 May (Rn) – The Iraqi oil marketing company “Sumo” of the Iraqi Oil Ministry on Tuesday for launching the development of new mechanisms related to the search for markets, global oil to facilitate the marketing of 3 million barrels per day of Iraqi crude oil, saying that it can the marketing of this quantity is smooth.

The Director General of SOMO Falah al-Ameri, told the Kurdish news agency (Rn) “The oil marketing company SOMO and developed a new mechanism for marketing based on expansion of ties with the oil markets of Asian, European and U.S. to facilitate the marketing of 3 million barrels per day of Iraqi crude oil late this year.”

BAGHDAD (Agencies): A member of the state of law and deputy / National Alliance / on the Keywords for a meeting soon, will bring Allawi and Maliki. Alak said in a press statement on Tuesday: “There is a meeting anticipated between the existing Iraqi President Iyad Allawi, Prime Minister Nuri al-Maliki, but until now we have not officially announced when they will be meeting. “

He added that “the meeting will address the outstanding issues to complete the agreement Irbil, and understanding about the National Council for the strategic policies.”

The head of the Iraqi List, Iyad Allawi announced his refusal to chair the National Council for policy strategy, so as not to implement what was agreed upon under the initiative of Massoud Barzani, to overcome the last obstacles that stood in the face of the formation of the government to end the political deadlock that lasted for about eight months.

Citigroup established an office to manage its activities in Iraq from Jordan

Announced Citigroup on Monday the establishment of an office in the Jordanian capital Amman for the management of its activities in Iraq as part of a U.S. group seeking to promote its services to companies in the war-torn country.
The group said in a statement it has appointed Dennis Flannery to head the new office, which will focus on serving financial institutions and governmental bodies and multinational corporations in Iraq.

Flannery said the extension the previous fiscal at the U.S. embassy in Baghdad in the statement, “Iraq’s economic indicators herald a bright future … and see a key role for the City in the development of local capital markets in supporting the financing needs of our customers.”

He said Mayank Malik, CEO of the group in Jordan that the opening of the Office of Iraq will contribute to support the financing needs of corporate clients.

The Prime Minister and government spokesman, Ali Dabbagh, a number of resolutions passed by the Council of Ministers at its Twenty-third, and said in a statement Dabbagh, said the Council of Ministers agreed during the hearing on the bill abolishing the Coalition Provisional Authority Order No. (87) for the year 2004 based on the provisions of Articles ( 61 / item I) and (80 / second item) of the Constitution and submitted to the House of Representatives and the competent administrative court. He also agreed to exclude a French company of the decision to stop dealing with them for the supply of spare parts ruling in favor of the Ministry of Industry and Minerals / General Company for Petrochemical Industries and the General Company for the manufacture of fertilizers southern limits (5) million dollars to be the exception for the Ministry of Industry and Minerals only and remain the French company in the list of prevention treatment for the rest of the points while contracted to fulfill its contractual obligations to the Company for the sugar industry.

Baghdad (news) .. The head of Economic Information Center Dhargam Muhammad Ali that political events in neighboring countries had a positive impact on the Iraqi Alaqsad which has become more stable.

Ali said in a statement to correspondent Agency (news) said on Tuesday that: “what happened in the neighboring countries of political events impacted positively on the Iraqi economy because it made the capital looking for land stable, safe and promising fine,” adding that “the draft one million housing units in the case has been implemented we will see a lot of international companies to a very high level intervention in Iraq associated with the large amounts of capital. “

Baghdad (news) .. Ambassador confirmed in Baghdad James Jeffrey said the United States is committed to providing technical support and assistance in the development of Iraqi capabilities.

A statement from the Office of the Deputy Prime Minister Nuri Shaways Rose received Agency (news) a copy of it on Monday: “The Shaways discussed with Ambassralamirki in Baghdad James Jeffrey today and the prospects for bolstering economic cooperation, cultural and political between the two countries.”

The statement quoted Shaways emphasis on “Iraq’s desire to establish good relations and balanced in all areas with the countries of the region and the world, including the United States.”

For his part, Oharjeffre that the United States is committed to providing technical support and assistance in the development of Iraqi capabilities
