The Obama administration has decided to drop the number of U.S. troops in Iraq at the end of the year down to 3,000, marking a major downgrade in force strength, multiple sources familiar with the inner workings and decisions on U.S. troop movements in Iraq told Fox News.

Senior commanders are said to be livid at the decision, which has already been signed off by Defense Secretary Leon Panetta.

Iraq: $58bn in Currency Reserves, Should Redenominate SoonThe deputy governor of Iraq’s central bank has announced that foreign currency reserves have risen to close to $58 billion, and are expected to increase further thanks to a rise in oil revenues.

Mudher Kasim said higher global oil prices could result in a budget surplus for 2011.

Reuters quotes him as saying, “(The amount of reserves) has gradually increased since the beginning of last year, when it was $40 billion. Now it is close to $58 billion”, while AlsumariaTV puts the opening figure at $50 billion.

Last October, Kasim had put reserves at around $50 billion, with 45 percent held in dollars, 45 percent in euros and 10 percent mainly in gold and British pounds.

Vietnam Central bank intervenes to support dong

VietFinanceNews.com – Vietnam’s central bank has been selling U.S. dollars to banks in recent weeks to support the weak dong , which has come under pressure since early August following months of stability, market sources said.

The State Bank of Vietnam (SBV) has sold an estimated $1.5 billion to five or six large state-run and partly-private banks since mid-August, two sources who closely follow the Vietnamese currency market estimated.

Two other sources declined to estimate the total value of the intervention but said some banks had been sold between $15 million and $35 million a day over about three weeks.

Intervention in the currency market is not unprecedented for the SBV, but past attempts have proven ineffective at sustainably supporting the dong, which has fallen by more than 20 percent against the dollar since mid-2008.

Manama: Kuwait’s interior ministry has denied a local media report that an Iraqi national had been arrested for spying.

“The Iraqi national was arrested for violating Kuwait’s residency laws,” the ministry said. “He had entered Kuwait on a commercial visa, and when it expired and he did not leave, he was arrested for breaking the law by staying illegally in the country,” the ministry said in a statement on Monday.

Gold shares may rise after the Swiss central bank set a minimum exchange rate for its currency, a rival to gold as an investor haven, Collins Stewart Plc said.

“The move effectively pegs the Swiss Franc against the euro and now removes one of gold’s competitors as a safe haven asset,” Collins Stewart said in a note today. “This further strengthens the buying case for gold and in particular gold equities that have underperformed the commodity in the last year,” it said, citing African Barrick Gold Plc and Centamin Egypt Ltd.
