Talabani, submit a Bill to Parliament to change the border provinces covered by article 140

The Kurdistan Alliance leadership said Mahmud Othman, President Jalal Talabani filed a Bill to Parliament for redrawing administrative boundaries of districts covered by article 140 of the Constitution to what it was before the change, maybe that is the project differences between the political blocs of the sensitivity of the subject.

Osman said in an interview for “Sumerian news”, “President Jalal Talabani filed a Bill to Parliament that redrawing administrative boundaries and natural provinces covered by article 140 of the Constitution before changing demographic geography by the former regime”, stating that “the Parliament will discuss the draft of law approved by and vote on it.”

Baghdad (news) .. Ministry of Planning predicts high rates of implementation of the National Development Strategy during the three months remaining of the year.

The RSISX index ended the week at ID1,540 / $1,768, -4.5% (weekly change). The number of weekly traded shares was 19.8bn and the weekly trading volume was ID34.7bn ($29.6mn).

Note: Iraq Stock Exchange (ISX) will be closed from November 4, 2011 (Friday) to November 12, 2011 (Saturday) due to the religious holiday, Eid al-Adha. The first trading session will be on November 13, 2011 (Sunday).

Maliki stresses on finding legal incubator for the success of investment in the country

Central Bank claims risen average income

Baghdad, Oct. 30 (AKnews) – The average annual income of Iraqi workers rose to $4,500 USD (5.3 million IQD), according to Madhar Mohammed Saleh, deputy of the director of the Central Bank of Iraq (CBI).

Allegedly, the average income of employees was even higher, reaching $6,000 USD (7 million IQD).

However, Saleh did not explain, what the difference between an employee and other Iraqis was.

Saleh further claimed that the income rose by 25 percent compared to last year. In 2010, the average income was $4,000 USD (4.7 million IQD).

Bankers: increasing the capital of banks, leading to an optimal investment

Bankers on the whole that the increase in banks’ capital will help the Government to implement their investment projects by borrowing or credit. And confirmed by the Agency (news) that the local banks is still limited and the capital is able to contribute to the economic development of the country.

The deputy governor of the Central Bank of the appearance of Mohammed Saleh was an increase in the size of banks’ capital will help the Government to implement their investment projects through loans, cash or credit card.

Reuters: Iraq inflation hits 7.6% in August

Iraq’s core annual inflation (which excludes expenditure on fuel) increased from 7.1 percent in July to 7.6 percent in August, according to Reuters, driven mainly by higher prices of food and clothes over the Muslim holy month of Ramadan.

Central Bank Deputy Governor, Mudher Kasim, told the agency that the higher price of gold in the local market and an increase in the cost of services had also pushed inflation up.

Baghdad, October 31 / October (Rn) – The Iraqi government, Federal, Monday it had agreed with the delegation of the Kurdistan Regional Government to adopt the draft law of oil and gas provided by the government last February.

GCC economy to gain $305bn in 2011: report

Most of increase is in oil sector as crude prices are seen at all time high of $109

A surge in oil prices to their highest average of around $109 a barrel this year will add a whopping $305 billion to the economies of Gulf hydrocarbon producers while their current account surplus will also hit a record high.

Projections by a key Western financial centre showed the bulk of the increase in their nominal GDP of the six-nation Gulf Cooperation Council (GCC) will be in the hydrocarbon sector due to high prices and production by members.

USA Today: Challenges ahead for Iraqi forces’ counterterror efforts

Iraq’s counterterrorism forces will lose critical intelligence and other specialized capabilities when American forces withdraw at the end of the year.

Some military analysts worry the withdrawal could jeopardize the success these forces have had in weakening al-Qaeda’s leadership in Iraq with daily raids on terrorist leaders.

“I believe there will be very direct and significant impact on our ability to conduct counterterrorism operations,” said Fred Kagan, an influential military analyst who helped formulate the successful “surge” strategy in Iraq in 2007, which involved sending in more U.S. troops to pacify the country.

CISAC experts reflect on Iraq withdrawal

Stanford military experts interviewed by The Daily were not surprised by the announcement President Obama delivered on Fri., Oct. 21 that the United States would withdraw all troops from Iraq by the end of the year. The announcement sets a final end date for almost a decade of U.S. occupation in the country.

“It’s not a surprise,” said Colonel Joseph Felter, a senior research fellow at Stanford’s Center for International Security and Cooperation (CISAC). “We’ve planned to leave for quite some time.”

Prior to joining CISAC, Felter served in Iraq and Afghanistan and was the leader of the International Security and Assistance Force, Counterinsurgency Advisory and Assistance Team (CAAT) in Afghanistan.
