Ban announces intention to appoint German diplomat as his envoy for Iraq

5 August 2011 – Secretary-General Ban Ki-moon today announced his intention to appoint Martin Kobler of Germany as his Special Representative for Iraq and head of the United Nations Assistance Mission to the country (UNAMI).

Mr. Kobler will replace Ad Melkert of the Netherlands, who has served as the Secretary-General’s Special Representative for Iraq since July 2009.

28 July 2011 – The Security Council today extended the mandate of the United Nations Assistance Mission for Iraq (UNAMI) for another year as it welcomed recent security improvements in the country but stressed the need for further progress on the humanitarian, human rights and political fronts.

In a resolution adopted unanimously, Council members agreed to continue the work of UNAMI for a period of 12 months, in line with the latest report of Secretary-General Ban Ki-moon on the work of the mission.

The resolution noted that Iraq’s security situation had improved “through concerted political and security efforts” and added that further advances will be made through meaningful political dialogue.

Expected Council Action

The mandate of the UN Assistance Mission for Iraq (UNAMI), expires on 31 July. The Council is also due to receive the Secretary-General’s regular report on UNAMI in July. The Council seems likely to extend the mission’s mandate. A briefing by Special Representative Ad Melkert is expected.

Key Recent Developments

Ambassador Gennady Tarasov, the high-level coordinator for Iraq/Kuwait missing persons and property, briefed the Council on 22 June. The members of the Council released a press statement the same day welcoming the commitment to full implementation of all Iraqi obligations to Kuwait. The statement also welcomed efforts undertaken in the framework of the technical subcommittee of the Tripartite Commission to develop a functional mechanism for exploratory missions to search for missing persons. (The Tripartite Commission was established under the auspices of the International Committee of the Red Cross in 1991 after the invasion of Kuwait to investigate missing persons. France, Saudi Arabia, the UK and the US participate in the commission along with Iraq and Kuwait. The technical subcommittee focuses on practical aspects of the search.)

The current mandate has been extended to 31 July 2011, under Resolution 1936 adopted on 5 August 2010. One of its tasks is to implement the International Compact with Iraq. The Special Representative of the Secretary-General Ashraf Qazi was appointed on 14 July 2004 and retired on 18 September 2007.

Ad Melkert is Special Representative of the Secertary-General and leads UNAMI.
