Council Dynamics
Though there appears to be a great deal of appetite on the Council for downgrading Iraq’s remaining obligations from Chapter VII to Chapter VI, most Council members are sensitive to Kuwait’s position on the matter and are waiting for explicit communication from Kuwait that it is ready to see Iraq exit Chapter VII. Kuwait has agreed in principle that Iraq could be released from its current Chapter VII obligations, but requires assurances that Iraqi progress on its obligations will continue. (more…)

The House voted in the fortieth session held under the chairmanship of Mr. Osama Najafi, head of the House of Representatives and in the presence of 190 deputies on Thursday, 13/12/2012, at eight laws, including the amendment of the law and provincial elections districts and counties finished reading three laws while resumed the discussion of the financial budget for the year 2013. Expected Council Action
The Council is due to receive the Secretary-General’s report on the UN Assistance Mission for Iraq (UNAMI) and a briefing on its contents and developments in the country from Martin Kobler, Special Representative of the Secretary-General and head of UNAMI.
The Council seems likely to extend the mandate of UNAMI, which expires on 28 July.
The Council also expects the second report of the Secretary-General on the post-Development Fund for Iraq (DFI) mechanism. At press time it was unclear whether the Council would consider the report in July.

Baghdad (news) .. House of Representatives voted in the special meeting held under the chairmanship of the House of Representatives Osama Najafi, and attended by 192 deputies Thursday on three projects and proposals for laws.
A statement of the Council cited, press office and received the Agency (news) a copy of it on Thursday: that at the beginning of meeting initiated by any of the Holy Quran MP Fuad Masum, that the Kurdistan Alliance ended the boycott meetings of the Council after the visit of the delegation of the National Alliance, accompanied by MP Hussein al-Asadi, where emphasis was placed on respect for the place of the President, noting that the Attorney-Asadi asked to visit the President to clarify the situation on the background of his previous . Ratification law drafted in Council Committee

Baghdad, Nov. 22 (AKnews) – A law which is supposed to regulate the ratification process of international conventions and treaties has been drafted by the Council of Representative’s Foreign Affairs Committee.
Committee member Nada Jabbouri said the draft is ready for discussions and approval in the Council.
According to Article 61 of the Constitution, the Council is supposed to make a law that regulates the ratification process, agreed on by a two-thirds majority.
