Full numbers for Iraq’s November 2011 oil exports and profits were finally released, and showed a rebound on all counts after a two month dip. The price for Iraqi crude went up along with exports, leading to a rise in revenue for Iraq last montn. Despite this, Iraq’s production has still hit a plateau due to infrastructure limitations, and the country is having problems paying foreign companies that are responsible for the increases.

As reported before, Iraq’s oil exports rebounded in November after going down for the previous two months. In November, the country shipped an average of 2.13 million barrels a day, compared to 2.08 million in October, and 2.10 million in September. Last month’s average was not as high as August however, when Iraq exported 2.19 million barrels. The price of one barrel of Iraqi crude also increased from $104.43 in October to $106.59 in November. In October 2011, Iraq’s Election Commission announced that local elections were going to be postponed once again. Voting was originally supposed to happen in 2005, but have been delayed several times since then because of security concerns and political disagreements.

In early 2011, Baghdad once again brought up the issue in response to popular protests. Now that those have subsided the authorities have no pressure upon them to follow through with their promises, which probably means that balloting for neighborhood and district councils will be held off indefinitely even though many of them have been in office for the last eight years.

Finally, after three years, the Shell-Mitsubishi natural gas deal with Iraq may be heading towards fruition. Back in 2008, Royal Dutch Shell signed an initial agreement with Iraq’s Oil Ministry to develop gas produced from Basra’s petroleum fields. Later Mitsubishi joined as a junior partner. Talks dragged on and on over legal, procedural, and operational issues. That may finally be coming to an end, and the dream of developing Iraq’s vast natural gas resources could become a reality.

On Friday June 17, 2011 Iraqi protesters again took to the streets. They were seen in fewer locations than last week. They were also faced with another pro-government demonstration in Baghdad, which captured most of the headlines in the Iraqi press.

The Iraqi media reported two protests on June 17, and there were two others. One was in Nasiriyah, Dhi Qar where three activists were arrested. The security forces claimed that no permit was given for the march. 20 other demonstrators were being forced into vans when their compatriots came to their rescue.

U.S. paying tribal chiefs for security despite ban

U.S. convoyErbil, June 7 (AKnews) – Tribal leaders in Iraq are receiving $10,000 a month each from the U.S. in an underhand move to pay for security services.

Officially the ten chiefs are receiving the payments to clear rubbish from the sides of a 160-mile road through the dessert.

But the highway being cleared is the one that will be used by U.S. troops as they withdraw from Iraq later this year, and the people employed from the tribes are really looking for improvised explosive devices (IEDs).

An agreement signed by Iraq and the U.S. bans the Americans from paying tribal leaders to provide security.

Whatever may be happening in the rest of the region, Iraq is about evolution, not revolution.
On the front page of Tuesday’s New York Times: Democracy protests in Iran, Yemen and Bahrain. But I want to talk about Iraq. As I mentioned on this page last week, the U.S. miscalculated badly there, spending hundreds of billions of dollars trying to bring democracy to the Middle East. But, in an ironic twist, as the winds of change sweep through the region, true democracy has not come to Iraq.
