UNITED NATIONS, Dec. 1 (Xinhua) — The UN Security Council on Saturday welcomed “the continued cooperation of the governments of Iraq and Kuwait” in resolving their bilateral outstanding issues after Iraq’s invasion of Kuwait in 1990.

The 15-nation council, in a press statement issued here, said, “The members of the Security Council welcomed the continued cooperation of the governments of Iraq and Kuwait, and Iraq’s continued commitment to full implementation of its outstanding obligations under the relevant Chapter VII Security Council resolutions.” (more…)

20 June 2012 – The Security Council today urged the Governments of Iraq and Kuwait to step up their engagement with the United Nations envoy helping the two countries resolve issues pending from Iraq’s 1990 invasion, including finding Kuwaiti or third-country nationals.

“The members of the Security Council welcomed the continued cooperation of the Governments of Iraq and Kuwait, and their high-level commitments to full implementation of all Iraqi obligations to Kuwait under the relevant resolutions,” the Council said in a statement issued to the press following a closed-door meeting. The following chart illustrates the United Nations Security Council Mandate Cycle on Iraqi issues.

The Iraq/Kuwait High Level Coordinator report discusses the relationship between Iraq and Kuwait as well as the accomplishments, efforts, recommendations and/or areas of concern regarding the outstanding issues between the two countries as directed by the United Nations.

The Iraq/Kuwait High Level Coordinator report is due every six months as mandated by the UNSC.  A meeting to discuss the report’s conclusions and recommendations is typically scheduled within a week of the report.  It would appear the USNC Iraq/Kuwait High-Level Coordinator mandate meeting is scheduled (tentatively) for June 15, 2012. In a report to the Security Council circulated late Tuesday, Ban expressed “appreciation to the Government of Iraq” for its maintenance of the mechanism for the transfer of the five per cent of oil proceeds, “and its continued cooperation with the Compensation Commission.” However, he added that “while all the indicators are positive and suggest that the Government of Iraq is compliant with its obligations, only after an audit has been conducted on the successor account to the Development Fund for Iraq will it be possible to confirm this conclusion.”

Ban said the Governing Council of the Geneva-based Compensation Commission has been “actively monitoring” the developments following the expiration of the mandate of the International Advisory and Monitoring Board (IAMB) for Iraq on June 30, 2011, and the transfer since then of the oversight, control, reporting, and use of Iraqi oil export revenues to the Iraqi Committee of Financial Experts (COFE.) COFE has appointed the US firm, Ernst Young, to conduct the 2011 audit of the Development Fund for Iraq and its successor account. (more…)

The United Nations is poised to play a larger role in Iraq’s economic development and political reconciliation as U.S. military forces withdraw.

The Security Council is scheduled to vote today to extend the UN mandate in Iraq for 12 months. UN officials say the coming year will see its mission restored from the crippling explosion of a 2003 terrorist attack in Baghdad, the worst in the world body’s history.

“There has been a strong feeling that there is a lot more we can do than we have been doing,” UN Under-Secretary-General Lynn Pascoe said in an interview after returning from a trip to Iraq last month. “We think that in this period we will be able to step up our efforts.”

27 January 2011 – The United Nations commission that settles damage claims in connection to Iraq’s 1990 invasion of Kuwait today made $680 million available to nine successful claimants.

This latest round of payments brings the total amount of compensation disbursed by the Geneva-based UN Compensation Commission (UNCC) to individuals, corporations, governments and international organizations to nearly $31.4 billion, leaving an outstanding balance of some $21 billion that remains owing to Kuwait, according to a press release.

(Iba) .. Foreign Minister Hoshyar Zebari stressed that Kuwait is that they do not covet the wealth of the Iraqis.

Zebari said in an interview published by Al-Hayat newspaper on Friday, that the highest authorities of Kuwait assured the Iraqi authorities that they are not greedy in Iraqi funds, referring to deduct 5 per cent of Iraqi oil revenue to compensate Kuwait for the invasion twenty years ago under the regime of Iraqi President Saddam Hussein.
